ALSTAR

The registration of products requires a rigorous exchange of information between regulatory agencies and registrant companies. The ALSTAR application focuses on facilitating the exchange, acceptance, and storage of this information. Although various state agencies request different types of data, documentation, and product labeling from registrants, most states require identical or substantially similar information.

This commonly includes pesticide product labeling as well as additional documents such as EPA Stamped Accepted Labels, Material Safety Data Sheets (MSDS/SDS), and EPA Supplemental Distributor Agreements. The ALSTAR application enables both registrants and states to streamline the submission, review, and use of these shared data elements.

Companies

The ALSTAR system serves as a designated platform for the electronic submission of pesticide container labels and associated regulatory documentation to state registration agencies participating in the ALSTAR program. The system’s functionality is limited to document transmission and data exchange; it does not support the submission or processing of state registration fees or other monetary transactions. Additionally, ALSTAR may not be used to renew existing state registrations or to remit payment for product renewal activities.

Each organizational subscription provides up to twenty user credentials and grants one year of unrestricted access to all ALSTAR system functions and services.

Participation in ALSTAR requires companies to maintain an active subscription in order to upload electronic pesticide labels and submit them to participating state authorities. To establish a subscription, companies must complete the ALSTAR Company Subscription Application, provide Billing Authorization, and execute the Agreement to Abide by the Standards for Participation. These requirements ensure consistent adherence to regulatory expectations, data integrity protocols, and system governance standards.

Companies with ten or fewer products registered in any state are eligible to initiate their ALSTAR subscription at the Tier 0 rate of $275. Each month, ALSTAR will assess the number of labels uploaded by each Tier 0 subscriber. If a company uploads more than ten labels, it will automatically transition to Tier 1 and be invoiced for the $1,000 difference in subscription tier cost.

Companies with more than ten products registered in any state, as well as state regulatory agencies electing to upgrade their participation level, will begin their ALSTAR subscription at the Tier 1 rate of $1,275 for the first year of service. A company or state agency may upload labels associated with multiple EPA Company Numbers as needed.

For each subsequent year, the member’s subscription tier will be determined by the cumulative number of labels uploaded during the prior subscription year. Purdue University will issue an annual invoice for the applicable ALSTAR subscription fee.

CERIS reserves the right to deny subscriptions to individuals or organizations that produce similar systems and/or websites that may be deemed competitors.

States

An Accepted Labels State Tracking and Repository (ALSTAR) subscription is designed for state regulatory agencies responsible for registering products submitted by companies participating in the ALSTAR program. There is no cost for a state regulatory agency to obtain a standard ALSTAR subscription.

ALSTAR Benefits for States

A basic subscription to the NPIRS State Pesticide Information Retrieval System (NPIRS), a benefit valued at $975 per year, is offered complementary to states that choose to share pesticide product registration data.

States may elect to upgrade the complimentary NPIRS basic state subscription to include the Federal Pesticide Product Database and the Pesticide Document Management System (PDMS) at a cost of $500 per database. The Federal Product upgrade enables searching to begin at the federal level rather than the state level, enhancing data accessibility and efficiency. The PDMS database provides access to information on studies submitted to the U.S. EPA in support of pesticide product registration.

There is no requirement for a state to pursue an upgrade; the decision should be based solely on the specific operational and regulatory needs of each state agency. Billing Authorization is required if the state elects to enhance its participation level by upgrading its NPIRS subscription level to include the Federal Product and/or PDMS databases.
